Steconfer is a Portugal-based global railway infrastructure specialist founded in 1997. Initially focused on track works, the company has expanded its portfolio to include rail electrification, signaling, and maintenance for metro, MRT, and light rail systems worldwide. The company was contracted to carry out track-laying works and construct subsystem tracks for the rail network (specifically the Green Line and the expansion of the Red Line). These transit lines connect Israeli settlements with one another and to Jerusalem. Additionally, the company participates in building and expanding train depots and maintenance centers located within settlement areas, such as the French Hill settlement in occupied East Jerusalem. On Sept. 26, 2025, the UN High Commissioner for Human Rights updated its blacklist of companies operating in Israeli settlements in the West Bank and East Jerusalem, despite UN warnings that construction is illegal under international law. The company's name appeared on the list.
