Emtan Karmiel Ltd. is an Israeli company that develops and manufactures small arms, pistols and rifles, for militaries and law enforcement agencies in Israel and around the world. During high-intensity conflicts, the company serves to secure Israel’s weapon supply chain, reducing reliance on foreign arms imports. Following the outbreak of the war on October 7, 2023, Emtan shifted its entire operational strategy to support the (IOF) and internal security agencies. Immediately after the war began, Emtan suspended all international shipping and foreign export contracts to redirect 100% of its manufacturing capacity toward domestic military needs. Within the first week of the conflict, the company manufactured and delivered approximately 12,000 assault rifles to rapidly equip mobilization units facing acute gear shortages. Since late 2023, the Israeli Ministry of Defense has procured tens of thousands of firearms from the company. This includes over 25,000 MZ-4 and MZ-4P assault rifles (5.56mm NATO standard) alongside thousands of Ramon 9mm pistols for front-line troops, police, and special units. Under directives from the Israeli Ministry of National Security, thousands of Emtan’s MZ-4P rifles were fast-tracked to arm local civilian emergency response teams across the country. This surge in domestic production intensified after the United States temporarily delayed or placed restrictions on commercial shipments of American-made M4 rifles intended for civilian security units. Emtan's facility in Karmiel filled the procurement gap, ensuring continuous domestic arming. Emtan’s executive leadership has publicly noted that the 2023–2024 conflict underscored the necessity of robust domestic defense manufacturing.
