Egis is a French company active in the consulting, construction engineering, and mobility service sectors that designs and operates intelligent infrastructure and buildings. It operates actively in Israel through its wholly-owned subsidiary, Egis Rail Israel, which manages some of the country’s largest transport infrastructure projects. In 2021, Egis led the METAV consortium (in partnership with the Israeli firm Gadish) to manage and develop the Tel Aviv Metro network. Valued at an estimated €40 billion, this is the largest infrastructure project in Israel's history, spanning three lines over 150 km and featuring 109 stations. Additionally, the company is directly involved in the planning, engineering, and systems management for the control and communications of the Jerusalem Light Rail's (JLR) Blue Line. These transit lines connect Israeli settlements with one another and to Jerusalem. The situation in Jerusalem—marked by the annexation of East Jerusalem, the development of its settlements, and the displacement of its Palestinian population—presents significant issues regarding international law. The existing tramway line and its planned extensions aim to connect West Jerusalem to Israeli settlements established in East Jerusalem, thereby facilitating the development of these settlements. In 2019, under public and legal pressure, the French companies Alstom and Systra announced their withdrawal from a new tender for the expansion of the Jerusalem Light Rail, having previously participated in the construction of its infrastructure since its inception. Egis also announced a partial withdrawal at the time but soon returned to operations. However, Alstom has been participating in Tel Aviv’s Green Line light rail system since 2022. In September 2024, Egis Rail Israel posted three job advertisements related to the Jerusalem Light Rail (JLR) project. The first ad detailed a position involving integration into the control project for JLR Blue Line in Jerusalem, specifically focusing on engineering and planning control in interface management for Israel and the executing company. The second ad described a role involving engineering and planning control in railway telecommunications as part of the management project for the JLR Blue Line construction. The third ad was for a contract manager position within the project management team for the Blue Line construction. On September 26, 2025, the UN High Commissioner for Human Rights updated its list of companies operating in Israeli settlements in the West Bank and East Jerusalem, noting that such construction is considered illegal under international law. Egis was among the companies included on this updated list.
