The Canadian Commercial Corporation (CCC) is a federal Crown corporation that facilitates government-to-government (G2G) contracts. Its involvement with transactions relating to Israel has faced heavy scrutiny following revelations that it acted as the primary signatory for military export contracts involving artillery propellants destined for Israel by way of the United States. In September 2024, the CCC signed an amendment to a U.S. Department of Defense (DoD) contract valued at up to $78.8 million (CAD). The contract was for the supply of M31A2 triple-base propellants manufactured by General Dynamics Ordnance and Tactical Systems–Canada (GD-OTS Canada) in Salaberry-de-Valleyfield, Quebec. U.S. procurement records explicitly designated Israel as an end-user of these munitions components. Documents obtained by news outlets through Access to Information requests revealed that an internal human rights committee within the CCC had reviewed reports on the risks of indirect military transfers to the region, but ultimately cleared the supply chain to proceed after concluding those risks were mitigated. This occurred despite the fact that the Canadian government had previously announced a pause on approving direct, lethal arms export permits to Israel. Consequently, critics and parliamentarians have actively debated whether these indirect supply chains bypass Canada's export restrictions through long-standing bilateral defense agreements with the U.S.
