Actividades de Construcción y Servicios, S.A. (known as Grupo ACS) is a Spanish multinational corporation and one of the world's largest companies in the fields of engineering, construction, infrastructure development, and services. The group's name has been linked to the implementation of the railway project connecting Tel Aviv and Jerusalem, part of which passes through confiscated Palestinian land in the West Bank. Human rights organizations have considered the provision of this infrastructure to be facilitating and connecting settlements, which constitutes a violation of international law. In December 2015, Hebrew newspapers published extensive reports under the headline "Spanish Company Semi Wins Israel's Train Tender." Sources indicated that SEMI (then a subsidiary of ACS) submitted a bid of 2 billion shekels (approximately $530 million) to implement the complete electrification of the railway. This bid was 1 billion shekels less than the Israeli government's initial estimate for the project.
