NICE Ltd. (originally Neptune Intelligence Computer Engineering) is an Israeli technology company specializing in data security, telephone recording, and digital surveillance platforms. Serving corporate and governmental entities across more than 150 countries, the firm operates multiple subsidiaries based in the United States. The company was established in 1986 by seven Israeli military veterans who previously served as officers in Unit 8200, the elite cyber-intelligence and signals intelligence wing of the Israel Defense Forces (IDF). Leveraging their technical military background, the founders developed advanced commercial frameworks for signal interception, voice recording, and comprehensive data analytics. In May 2015, NICE Ltd. divested its entire Cyber and Intelligence Division to Elbit Systems, Israel's largest defense electronics contractor, in a transaction valued at approximately $158 million. This acquisition included the complete transfer of the division's proprietary intelligence software, government contracts, and an engineering workforce of roughly 200 cyber professionals. Elbit Systems subsequently consolidated these acquired assets into a newly formed, wholly-owned subsidiary named Cyberbit. The intelligence architectures originally engineered by NICE’s cyber division—which subsequently transitioned to Cyberbit and Elbit Systems—serve as foundational pillars for mass digital surveillance and communications analysis. This technology enables communications interception, big data analytics, device location tracking, and automated keyword detection. Within military and intelligence operations in the Gaza Strip and the West Bank, these capabilities provide the technical framework utilized by Israeli military branches and the Shin Bet security service to monitor digital footprints and identify operational targets across local communication networks. Following these structural developments, Charlesbank Capital Partners acquired a majority stake in Cyberbit in 2020 for $70 million, shifting Elbit Systems into a minority shareholder position.
