Die Ingeniería y Economía del Transporte S.A. (Ineco) is a Spanish public consulting and engineering company under the Ministry of Transport. It offers technological and global mobility solutions for the railway, aeronautical, maritime, and road sectors, managing infrastructure from its planning to its completion. The company contributed to supporting Israeli settlements in the occupied West Bank and East Jerusalem. Since 2005, it has provided design and consultancy services for civil infrastructure projects to Israeli government entities, most notably: -The Jerusalem Light Rail (Blue Line) Project: Since 2016/2017, the company has participated in the planning and design of a 2.5 km railway tunnel for this line. -The Haifa–Nazareth Railway Line: Contributing to the engineering designs, communication systems, and network configurations for the project. -Israel Railway Electrification: Providing consultancy and design services for the development and conversion of the railway network to electric power. -Airport Consultancy: Conducting studies for the development of a new international airport. Since the end of 2023, Ineco has been promoting a firm and continuous process of disengagement from its activity in Israel, according to a statement. It adds that following the escalation of violence by Israel in the Gaza Strip after the attacks of October 2023, the company thoroughly reviewed its strategy in the country and initiated a disengagement process. This process includes, among other actions, an explicit refusal to engage in new opportunities or orders from the Israeli administration and its firms. On Sept. 26, 2025, the UN High Commissioner for Human Rights updated its blacklist of companies operating in Israeli settlements in the West Bank and East Jerusalem, despite UN warnings that construction is illegal under international law. The company's name appeared on the list.
